First, that's the stupidest idea, mostly because it's been done before (I won't tell you who did it, I'll let someone else tell you when you've finished the story and are trying to get it published). Second, if you don't care about all of humanity, and you choose only the 'strong' with the 'chosen' traits, you've become a Nazi. Ever heard of Hitler? That's what he wanted.
